Morocco will require citizens of eight African countries to obtain a temporary electronic travel authorization before entering the country during the 2025 Africa Cup of Nations, authorities announced.
The measure, effective from Sept. 25, 2025, to Jan. 25, 2026, applies to travelers from Algeria, Burkina Faso, Cape Verde, Gabon, Niger, Senegal, Togo and Tunisia — even though nationals of these countries were previously exempt from visas. Royal Air Maroc confirmed the new requirement this week.
Experts and rights advocates said the move reflects Morocco’s effort to strengthen border management while preparing to host major international events. They stressed that the temporary system does not represent a retreat from Morocco’s African partnerships.
“This authorization is a digital step forward that ensures easy processing without requiring travel or effort,” said Hassan Kharjouj, a researcher in digital systems. He added that the platform will help authorities monitor flows of supporters and participants in real time while safeguarding cybersecurity and protecting personal data.
Kharjouj also noted that the system could legally generate a database of sports and tourism-related visitors. “It can be used safely to promote tourism and national economic activities,” he said, highlighting the purchasing power of fans expected to travel from the eight countries.
Abdelilah Khoudri, head of the Moroccan Center for Human Rights, described the measure as a “temporary sovereign step” aimed at regulating border entry during an exceptional period. “The right to free movement is guaranteed under international and African conventions,” he said. “But it remains subject to national laws governing entry and residence.”
Khoudri stressed that the new authorization is consistent with principles of transparency and non-discrimination, applying equally to all nationals of the designated countries. Exceptions are provided for holders of official passports, residents in Morocco and older travelers.
He acknowledged possible challenges — such as technical glitches or political sensitivities — but said the expected security and organizational benefits outweigh the risks. “This is a model of preventive and proactive management that balances sovereignty with internationally recognized rights,” Khoudri said.
The electronic authorization will be available through a digital platform, and Moroccan authorities pledged broad outreach to ensure travelers are informed.
