The General Secretariat of the Government has concluded discussions on the draft decree governing the applications of language engineering across Morocco’s education system, while the Ministry of National Education has nearly completed a revised final version expected before the end of September, according to sources familiar with the process.

The decree, officially registered as 2.21.448, covers linguistic frameworks in primary and secondary schools, vocational training, traditional education, and higher education.

A member of the legal affairs committee overseeing its preparation told Hespress that the draft “did not undergo substantial modifications, only formal adjustments.” One of the issues debated concerned the stage at which Amazigh should be introduced, with discussions weighing whether instruction should begin in the first year of primary school or in the fourth year.

Officials emphasized that the principle of integrating Amazigh is constitutionally settled and not subject to dispute. However, they warned that if the decree is not issued soon, implementation in the current academic year will be difficult. “If the school year begins without the decree being published, its application this year will be complicated,” the source said.

A senior government official confirmed that new observations and amendments from the legal affairs committee have been incorporated into the draft. The finalized version will then require inter-ministerial consensus before being submitted to the Council of Government for adoption. The timeline for approval, however, depends on the government’s broader legislative priorities.

On Amazigh specifically, the same source recalled that a framework law already provides for its gradual introduction across education levels. Yet, logistical obstacles remain, notably the shortage of trained teachers. Meeting national demand could require recruiting between 4,000 and 5,000 Amazigh language teachers annually, far exceeding current training capacity.

Beyond Amazigh, the decree consolidates Morocco’s multilingual education policy, which already combines Arabic and French in early schooling, with English increasingly introduced at the preparatory level.

Officials stressed that the decree is intended to harmonize linguistic choices across education subsectors and ministries, anchoring what they describe as “the architecture of language engineering” within the national education and training system.
