Amid a resurgence of football-related violence in Morocco, Education and Sports Minister Mohamed Saad Barada announced coordinated efforts with government agencies, the Royal Moroccan Football Federation, and civil society to tackle stadium hooliganism.
In response to a parliamentary question, Barada said several measures are underway, including enforcing Law 09.09, which amends the Penal Code to strengthen penalties.
Planned steps include banning unaccompanied minors from stadiums, holding parents accountable, restricting mass fan travel when public safety is at risk, and equipping stadiums with surveillance cameras, electronic gates, and modern ticketing systems. Barada emphasized strict enforcement of disciplinary codes, including matches without spectators for clubs whose fans cause trouble.
While describing stadium violence as alien to Morocco’s values of tolerance, Barada acknowledged punitive measures alone are insufficient, stressing the need for public awareness, civic engagement, and youth education campaigns. He concluded by affirming the state’s duty to safeguard public safety and uphold the law.
