Algeria has expressed opposition to the recent establishment of the regional office of the Arab Union for Construction and Real Estate Development in Laayoune, Morocco, according to Hespress AR sources.

A well-informed source revealed that the Algerian ambassador to Saudi Arabia, Cherif Walid, sought a meeting with Lahak Al-Otaibi, the president of the Arab Union for Construction and Real Estate Development.

Official correspondence from the Algerian embassy in Riyadh insisted on arranging the meeting, which was held recently.

Following their discussion, the Algerian official reportedly attempted to build rapport with Al-Otaibi and invited him for an official visit to Algeria to meet with authorities responsible for housing and urban development. The source indicated that Algeria likely expressed its reservations about the establishment of the regional office in Laayoune, a city in the Moroccan Sahara.

The union’s leadership, however, remained firm. Al-Otaibi listened carefully to the Algerian diplomat but reiterated that the organization includes all Arab states and operates independently of political considerations. He emphasized that the union’s mission is purely developmental.

To reaffirm the decision, he extended an official invitation to the Algerian envoy to attend the upcoming Arab Union for Construction and Real Estate Development conference in Laayoune in the coming weeks.

Despite these diplomatic maneuvers, sources noted that Morocco’s Ministry of Foreign Affairs, particularly its Department of Public Diplomacy and Non-Governmental Actors, has yet to respond to ongoing communications from union officials regarding discussions with the Arab League about the office’s establishment.

In preparation for the upcoming conference, the Arab Union has finalized the leadership structure of its Laayoune regional office. According to sources, Mohamed Rachid Tidlawi, Secretary-General of the National Council of Notaries, will serve as the regional director. His deputy will be Yahya Mabrouk Miftah Faraj from Libya.

Other key appointments include Amal Al-Mosannada, President of the Casablanca Regional Council of Notaries, as Director of Legal Affairs and International Relations; journalist Abdelmajid Al-Karih as Director of Public Relations and Media; and Lebanese engineer Houssam Chafiq as Director of Engineering Affairs.

The Arab Union for Construction and Real Estate Development, an entity affiliated with the Arab League, was conceptualized in 2002. Since its official integration into the framework of joint Arab cooperation, the organization has been actively planning and implementing its development strategies, according to its official website.
