Legislation: Internal regulations of the House of Representatives

The House of Representatives approved updated internal regulations, including adjustments per Constitutional Court Decision No. 209.23. Key changes include:

Code of Ethics: Thirteen articles were amended to clarify ethical standards, formally integrating the Code of Ethics into the regulations.

Accountability: Article 42 mandates members follow the ethical code, emphasizing integrity.

Council Bureau’s Role: The bureau enforces the code and refers violations to the Ethics Committee.

Transparency: Members must declare conflicts of interest and gifts, with gifts archived in a council museum.

Attendance: Unjustified absences can lead to penalties, with extended absence risking seat forfeiture.


Decree No. 2.24.957 (Government Council)

Issuing Authority: Ministry of Foreign Affairs, African Cooperation, and Moroccans Abroad.  

This decree outlines the Ministry of Foreign Affairs’ organizational structure and roles, aligning it with the King’s strategic directives on Morocco’s diplomatic affairs and foreign policy. The ministry is restructured for greater efficiency, including the reorganization of general directorates and the renaming of the “Moroccan Academy for Diplomatic Studies” to the “Moroccan Institute for Diplomatic Training, Research, and Studies,” which will expand its scope to include diplomatic research and training.


Decree No. 2.24.927 (Government Council)

Issuing Authority: Ministry of Endowments and Islamic Affairs.  

This decree amends Decree No. 2.17.226 (June 29, 2017) to expand the list of diplomas offered by institutions affiliated with the University of Al-Qarawiyyin. It introduces a new “Doctorate in Islamic Sciences” granted by both the University of Al-Qarawiyyin in Fez and the School of Islamic Sciences in Casablanca.


International Agreements and Laws (Government Council)

Issuing Authority: Ministry of Foreign Affairs, African Cooperation, and Moroccans Abroad.  

Protocol on Crimes Committed Onboard Aircraft: This protocol, adopted in Montreal on April 4, 2024, and included in Draft Law No. 49.23, aims to enhance the safety of aircraft, passengers, and property by mitigating risks to order and discipline onboard.

Extradition Agreement with the Netherlands: Signed on December 18, 2023, and included in Draft Law No. 19.24, this agreement aims to bolster cooperation between Morocco and the Netherlands in criminal matters, particularly in combating transnational crime and facilitating the extradition of criminals.
