Mohamed Ould El-Rachid of the Independence Party, after being nominated by the majority presidency, won the presidency of the House of Councillors during the second half of the legislative term of the Council, succeeding Naam Mayara, after he ran alone and received 94 votes in his favor, an absolute majority, and 10 canceled votes out of the 104 votes counted.

The voting process began on Saturday morning in the plenary hall, after the chairman of the session, Mahmoud Arshan, asked the counselors to raise their hands to announce the candidacy for the post of president of the second chamber, and only Mohamed Ould Rachid came forward, thus becoming the only candidate to succeed Naam Mayara.

During the process stipulated in Article 63 of the Moroccan Constitution, a total of 104 out of 119 councillors participated, while the election session was presided over, according to the requirements of the rules of procedure, by Mahmoud Arshan, who belongs to the Social Democratic Movement Party, as the oldest member steps forward to head the temporary bureau until the election of a new president; while the only candidate and son of Hamdi Ould El-Rachid, a strong man in the Independence Party, chose Naam Mayara, his colleague in the party and former president of the House of Councillors, as his representative to monitor the voting process.

Mahmoud Arshan, head of the interim office of the House of Councillors, announced late on Friday that the House would hold a plenary session on Saturday at 11:00 a.m. to elect the president of the House of Councillors.

This session was held in accordance with the provisions of Article 63 of the Constitution, which stipulates that “the president of the House of Councillors, members of the Bureau, and the heads of standing committees and their bureaus shall be elected at the beginning of the parliamentary period, and then at the end of the middle of the legislative term of the Council.” However, members did not attend a “constitutional station,” which left many questions.
