Ghita Mezzour, the Minister Delegate in charge of Digital Transition and Administrative Reform, presided over the signing of three agreements on Wednesday in Rabat during the official launch of the National Digital Morocco 2030 strategy in the fields of outsourcing, vocational training, and PhD scholarships.

The first agreement was for signing the 2024-2030 Outsourcing Sector Program Contract. This contract formalizes the commitments of five parties to effectively implement the planned measures in the strategy, with a particular focus on creating 130,000 jobs by 2030.

Minister Mezzour signed the agreement alongside Fouzi Lekjaa, the Minister Delegate for Budget; Khalid Al-Safir, Director General of the Deposit and Management Fund (CDG); Fouad Brini, Chairman of the Supervisory Board of the Tangier Med Port Authority; Ali Saddiki, Director General of the Moroccan Agency for Investment and Export Development (AMDIE); Youssef Chraibi, President of the Moroccan Federation for Outsourcing Services (FMES); and Ridouan Haloui, President of the Federation of Information and Communication Technology and Outsourcing Services.

The second agreement was for a scholarship program for doctoral students, scheduled for completion by 2026.
This program aims to provide 550,000 scholarships, each worth 7,000 MAD per month over three years, funded by Mezzour’s ministry to encourage research in artificial intelligence.

The agreement was signed by Mezzour, Abdellatif Miraoui, the Minister of Higher Education, Innovation, and Scientific Research, and Jamila El Alami, Director of the National Center for Scientific and Technical Research.

The third agreement was a Memorandum of Understanding (MoU) aimed at enhancing vocational training offerings in the digital sector and increasing Morocco’s attractiveness, in collaboration with Younes Skouri, the Minister of Employment.
It represents a significant step forward in boosting the appeal of vocational training tailored for the digital sector and in developing digital talent, according to signatories.
