Abdellatif Miraoui, the Minister of Higher Education, Scientific Research, and Innovation, along with the Ministry of Economy and Finance and Patricia Llombart Cussac, the European Union Ambassador to Morocco, announced July 3 the signing of a significant Morocco-EU partnership program in Higher Education, Research, Innovation, and Mobility (ESRIM).

A reception was also co-hosted during this event in honor of the 27 new Moroccan recipients of the Erasmus Mundus Joint Masters Scholarships, which are celebrating their 20th anniversary this year.

The Higher Education, Research, Innovation, and Mobility (ESRIM) support program, amounting to 490 million dirhams (46 million euros), is aligned with Morocco’s “National Plan for Accelerating and Transforming the Higher Education, Scientific Research, and Innovation Ecosystem” (PACTE ESRI 2030). This Morocco-EU partnership aims to support Moroccan universities in strengthening and internationalizing higher education, research, and innovation.

It also seeks to promote greater mobility for doctoral students to European universities through a grant of 50.42 million dirhams (4.7 million euros). The goal is to continue fostering human, academic, and scientific connections between Moroccans and Europeans.

Monsieur Abdellatif Miraoui stated: “Today we celebrate an exemplary cooperation between Morocco and the European Union in higher education, under the enlightened vision of His Majesty King Mohammed VI, may God assist him. Strengthening human capital is at the heart of our national priorities and is essential for our international influence. The new scholarship recipients we celebrate today are ambassadors of Moroccan youth, bridges between cultures and civilizations, who are called to enrich their academic journeys in a spirit of openness and dialogue. The signing of the ‘ESRIM’ agreement reinforces our shared commitment to quality education through enhanced academic mobility and scientific research, in alignment with the PACTE ESRI 2030 orientations.”

For her part, Ms. Cussac emphasized that “the European Union supports Morocco’s efforts, which have embarked on an ambitious national plan to further internationalize higher education and develop research and innovation. By offering mobility opportunities for students, graduates, researchers, and teachers pursuing their doctorates, the EU is also supporting the government’s ambitions in implementing the PACTE ESRI 2030.”

Morocco is the second-largest partner country in the “Erasmus Mundus Joint Masters” program from the southern Mediterranean region, with 181 Moroccan students enrolled in 90 master’s programs across 30 European countries. Additionally, twenty Moroccan universities are associated partners of the program.
