Morocco has secured the top spot in the Maghreb for the maturity of its e-government and mobile government services, ranking 8th in the Arab world , according to the latest report by the United Nations Economic and Social Commission for Western Asia (ESCWA).
This demonstrates the country’s commitment to digitalization, although the report also identifies areas for improvement.
This ranking emerges from the fifth edition of the E-Government and Mobile Government Services Maturity Index (GEMS), which evaluated 17 Arab countries.
Morocco’s score of 45% reflects a “medium maturity level” for its digital services, with an evaluation of 62 services provided by 34 institutions in 2023.
Among the sectors evaluated are education, health, migration, justice and tourism.
In North Africa, Morocco leads with 47%, followed by Algeria with 37% and Tunisia with 36%. Mauritania and Libya trail behind, each scoring 7%.
In the Arab world, Saudi Arabia takes the lead with an impressive 93%, closely followed by the United Arab Emirates at 92%, and Qatar at 81%.
Morocco witnessed slight declines in all three pillars assessed by the index: service availability, usage and user satisfaction, and accessibility and support, compared to 2022 where the country scored 47%.
Morocco achieved a 54.03% score in service availability, 32.40% in usage and user satisfaction and 50.38% for accessibility and support.
However, these percentages are slightly lower than those of 2022 where Morocco had a 57.8% score in service availability, 33.29% in usage and user satisfaction and 52.33% for accessibility and support.
However, positive developments were also noted, such as improved performance indicators between channels and the provision of better communication and support tools for users.
While Morocco stands strong in the Maghreb, the Gulf states continue to dominate the overall rankings, with Saudi Arabia leading the pack at 93%, followed by the UAE, Qatar, and Oman.
The report emphasizes crucial areas for further progress. Ensuring accessibility for individuals with disabilities and developing more mobile applications are key recommendations.
Additionally, the report suggests implementing strong marketing and awareness campaigns to educate users on available services and their usage.
