Royal Institute for Strategic Studies calls for prioritizing Morocco's intangible capital in public policy focus

The Royal Institute for Strategic Studies emphasized the necessity of prioritizing intangible capital in shaping public policies for Morocco, given its insufficient international ranking in per capita total wealth despite an upward trend since 2000.

According to the institute, Morocco climbed seven places between 2000 and 2010 in international standings concerning per capita intangible capital. From 2010 to 2018, Morocco experienced a significant decline in its global ranking due to various factors, notably concerning quality.

The report highlighted deficiencies in human capital despite Morocco’s reform efforts, emphasizing that intangible capital constitutes a substantial three-quarters of the nation’s total wealth, closely approaching OECD countries’ levels at 80 percent.

In terms of per capita GDP, Morocco has shown improvement since the late 1990s, with an average annual growth rate of 2.3 percent from 1998 to 2022. Nevertheless, this growth remains insufficient compared to that achieved by emerging economies.

The report underscored Morocco’s unfavorable international position in the Global Talent Competitiveness Index, attributing this to insufficient investment in quality education, AI, digitalization, and the absence of a supportive framework for mobilizing expatriates and attracting foreign talent.

Morocco notably advanced by 75 positions in the ease of doing business index between 2004 and 2020, primarily due to progress in various business aspects. The report suggested that with the implementation of the new 2021-2025 business environment strategy, Morocco could potentially enter the top 30 countries with an attractive business environment.

The report commended Morocco’s adeptness in managing social, economic, and political changes, leading to its 67th ranking out of 140 countries in the 2019 Change Readiness Index.
