HACA: Radio 20 is in breach of professional ethics

The Haute Autorité de la Communication Audiovisuelle (HACA) has issued a warning to the company “Radio 20”, owner of “Radio Mars”, “for failure to comply with legal and organizational provisions relating to commitments linked to program ethics, the preservation of human dignity, the protection of young audiences and the duty to control broadcasting”.

A press release from the Authority states that, after examining and deliberating the report drawn up by the Direction Générale de la Communication Audiovisuelle (DGCA), the HACA noted observations concerning the two episodes of May 23 and 26, 2023 of the program +Al Haqiqa Fi 90 Daqiqa+ (Truth in 90 minutes), as well as the episode of May 29, 2023 of the program +Mars Attack+, broadcast by +Radio Mars+, a subsidiary of the company +Radio 20+”.

These episodes, explains the same source, contained expressions that do not comply with legal and regulatory provisions relating to commitments linked to program ethics, the preservation of human dignity, the protection of young audiences and the duty to control broadcasting.

The press release goes on to say that some episodes contained violent and denigrating language, although aimed at unidentified persons whose identity could not be determined, stressing that it was clear that this was indeed a category of the sports team’s audience, which was presided over by the guest on one of the shows.

In this respect, the HACA noted the absence of any intervention or reservation on the part of the program host with regard to the guest’s remarks, in line with the requirements of the general duty to control broadcasting, preserve a certain level of debate, respect listeners and protect the young audience, particularly in view of the program’s format and the nature of the sports topics addressed.

Some of the expressions used can in no way be considered as falling within the scope of analysis and discussion of sporting events, as is generally accepted in professional media practice, but rather as discourse undermining the dignity and moral integrity of the person concerned, continues the same source.

Although the host’s reaction was immediate in one of the broadcasts, it was not a clear denunciation aimed at distancing himself from the guests’ remarks about the person concerned, so as to meet the requirements of broadcast control and the preservation of the level of debate, in relation to the respect of listeners and the protection of young audiences.
