The UK government changed its policy on animal testing to align with EU chemical rules, a High Court ruling revealed after a case was brought by animal rights activists.
Animal testing for makeup or its ingredients had been completely banned in the UK since 1998, only being allowed if the benefits gained from the research outweighed any animal suffering, for example for medicines.
An EU agency that oversees chemical regulation said in 2020 that companies needed to test some ingredients used in cosmetics on animals to ensure the safety of workers manufacturing the ingredients.
According to the BBC, the case revealed that the UK government had been issuing special licenses since 2019 to test cosmetic ingredients on animals, in line with EU chemical rules, which it retained despite leaving the EU in 2020.
