The latest on the conference of the global coalition against Daesh

11:40 AM

US Under Secretary of State for Political Affairs said today the US will grant 119 million dollars in new assistance to sub-Saharan Africa’s security apparatus to combat terrorism.

Speaking during the opening remarks of talks held between members of the anti-Daesh coalition, Victoria Nuland urged nations to give more in the global fight against terror, particularly in Sahel where IS has a stronghold.

She said the funding aims to improve “the capabilities of civilian law enforcement and the judiciary to disrupt, apprehend, prosecute, and convict terrorists across the continent.”

Nuland, who represented the US in the absence of US Secretary of State Anthony Blinken after he attracted Covid-19, said current focus rests on “ identifying regions across the globe that are breeding grounds for terrorist groups and addressing the root causes,” after a seeming victory in Syria and Iraq.

Cautious optimism, as Bourita rallies nations to support Africa’s anti-terror mechanisms

Morocco’s Foreign Affairs Minister is seeking to secure active solidarity and counterterrorism tools to Africa’s threatened nations in his opening speech during the Marrakesh talks on the global coalition against Daesh.

“Our shared assessment of the dangerous rise of terrorist threats in Africa has led to the emergence of a tailored approach of the Coalition’s support to Africa,” Bourita said before the hundreds of representatives from the coalition’s member states.

He recalled that Sub-Saharan Africa accounted for 48% of global terrorism deaths in 2021 – with 3.461 casualties, bringing the death toll to 30.000 people during the last 15 years.

He said one particular trend that tends to evade public attention is the terrorism-separatism nexus, that he called the two sides of the same coin.

“Those who finance, shelter, support, and weaponize separatism, are actually contributing to spread terrorism and further compromise regional peace and security. Let us not be mistaken: encouraging separatism is tantamount to complicity with terrorism.”

For instance, the late leader of The IS-affiliated Islamic State Organisation in the Greater Sahara, Adnane Abou Walid al-Sahraoui, was a member of the Algeria-backed Polisario front.

While the current Emir of the al-Qaeda-affiliated group al-Qaeda in the Islamic Maghreb (AQIM) is Algerian Abu Ubaidah Youssef al-Annabi, whose links run deep within the Polisario.

Representatives from 80 countries kickstart Africa’s first anti-Daesh talks

Top government and institutional leaders from about 80 countries are coming together today in Marrakesh around the first an anti-Daesh talk in Africa while finding themselves pushed to find new ways to combat the rise of the Islamic state in Sub-Saharan Africa, where inherent socio-economic disparities and tribal issues are leaving populations vulnerable to recruitment into terrorist groups.

The policymakers, meeting under the banner of the Global Coalition against Daesh, are challenged to deploy effective use of the coalition capabilities in the member countries of the Sahel region to combat terrorism.

Discussions are not expected to lead to a comprehensive agreement on an action plan but should see the emergence of a wider debate on the presence of Daesh in Africa.

Under Secretary of State for Political Affairs of the United States, Victoria Nuland, Spanish foreign Affairs Minister José Albares and French Foreign minister Jean-Yves Le Drian are the biggest names in Marrakech for the conference.
