The Moroccan government council held a virtual meeting this Thursday in Rabat, during which it approved a project to implement Law No. 05.12 which regulates the tourist guides profession, submitted by Fatim-Zahra Ammor, Minister of Tourism, Handicrafts, Social and Solidarity Economy.

This project falls within the framework of following up on the regulatory reform related to this profession, activating royal directives to create job opportunities for young people, and integrating informal sector professionals into the formal sector.

Government spokesperson Mustapha Baitas made the announcement at today’s press briefing, saying that “this project will review the procedure for formalizing the status of this category of professionals, who have field competencies without meeting the training condition required to enter the profession of tourist guidance sector.”

The official said that the Ministry of tourism will create “committees at the regional level, as they are more knowledgeable with the requirements of the market and people with experience and professional competence,” explaining that these committees will be entrusted with evaluating and drawing up the final list of successful candidates in an upcoming professional competency exam.

The project also introduces a set of amendments to existing legislation, such as transferring some of the powers of the central administration in charge of tourism to regional officials in order to enable them to play their role to the fullest.

The regional officials will be able to take the necessary decisions regarding granting or withdrawing the accreditation to practice the profession of tourist guides.

In addition, the regional authorities will be allowed to manage all procedures pertaining to the sector, while eliminating the technical advisory committee for tour guides.

The council also passes a law implementing the international Convention on the protection of workers against occupational hazards due to air pollution, noise, and vibration in the workplace, and the draft law on its approval.

The said Convention aims to provide an appropriate working environment for employees, in accordance with the standards of occupational safety, protecting them from risks due to air pollution, noise, and vibration in the workplace.
