Aziz Akhannouch cabinet approved Thursday six draft decrees on compulsory health insurance, said the government’s press release.

Headed by Prime Minister Akhannouch, the council discussed six drafts that determine the details of granting health and social coverage for professionals, independent workers, and non-wage persons who engage in six different work fields in the private sector, including doctor, tour guide and notaries.

1. Draft Decree No. 2.21.290: lump sum and compulsory health insurance for doctors

The council determined the lump sum for general doctors in 4 times the value of the legal minimum wage, according to Moroccan law, and 5 times for specialist doctors.

2. Draft Decree No. 2.21.528: lump sum and compulsory health insurance for dental implant makers, dietitians, nutritionists, and psychologists

For dental implant makers, dietitians, nutritionists, and psychologists, the lump sum is twice the value resulting from multiplying the legal minimum wage in the Moroccan law.

3. Draft Decree No. 2.21.529: lump sum and compulsory health insurance for dentists

The draft classifies dentists, according to years of experience in the profession, into three categories: less than five years, from five years to thirty-five years, and more than thirty-five years old.

The lump sum for the first category shall be determined in 3 times the value of the legal minimum wage, 4 times for the second category, and 3 times the same value for the third category, according to the press release.

4. Draft Decree No. 2.21.530: lump sum and compulsory health insurance for pharmacists

The council determined the lump sum for pharmacists in 3 times the value of the legal minimum wage and 5.5 times the stated value for bio-pharmacists.

5. Draft Decree No. 2.21.752: lump sum and compulsory health insurance for notaries

The draft determines notaries’ lump sum in 4 times the value of legal minimum wage, according to Moroccan law.

6. Decree No. 2.20.659: lump sum and compulsory health insurance for professionals, independent workers, and non-paid persons practicing tour guide’s missions.

This project comes in order to ensure that tour guides continue to benefit from health and social coverage, by extending the period stipulated in Article 5 of Decree No. July 2021 to the new deadline of July 2022, said the press release.

The new drafts identify the Ministry of Health and Social Protection as the liaison body charged with providing the National Social Security Fund with the information necessary to register the aforementioned categories.

3 million Moroccans, independent workers, and non-wage earners will benefit from the new compulsory health insurance, according to the government’s statement earlier this month.

The government said that the compulsory health insurance project will also include traditional traders, manufacturers, and self-contractors.
