Morocco’s new government program aims to ensure that no citizen is left behind, with a focus on young people, rural communities and vulnerable households, government spokesperson Samir Belfqih said Monday.

Speaking to Hespress after a joint plenary session of both chambers of Parliament, Belfqih, the minister of national territorial planning, urban planning, housing and city policy, said the program presented by Head of Government Fatima Zahra Mansouri reflects a shared political ambition to serve Moroccans and respond to their expectations.

The five-year program is also intended to support Morocco’s major development projects and advance the country’s integration into the group of emerging economies, he said.

Belfqih, speaking in his second official statement since King Mohammed VI appointed him minister on Friday, said the government’s approach seeks to address the needs of different social groups, including residents of remote areas, young people, women and widows.

Government targets school dropout and learning outcomes

Education and training feature prominently in the program, with the government seeking to reduce school dropout rates and improve students’ learning outcomes.

Belfqih said the government aims to find a solution by 2031 to the approximately 300,000 students who leave school each year. It also seeks to ensure that 80% of students acquire the skills they need, with the goal of improving on current education statistics and results.

The broader objective, he said, is to build a Morocco in which access to social advancement does not depend on where a person lives.

A young person in a remote rural area should have the same opportunities to improve their social and economic prospects as someone living in Rabat or another major city, Belfqih said.

He described this approach as part of a vision of a Morocco for everyone, built around equal opportunities and more equitable access to rights and services.

Income tax reform and electricity bill relief

The government program also includes measures intended to improve household purchasing power, including a gradual reform of personal income tax.

Belfqih said households whose electricity bills are below MAD 100 will be exempt from paying them starting in January 2027, without having to visit government offices or complete additional administrative procedures.

The program also seeks to eliminate intermediaries between producers and consumers, an approach the government says is intended to address market distortions and improve conditions for consumers.

Anti-corruption measures and illicit enrichment

Belfqih also highlighted the government’s commitments to combating corruption, including plans to advance legislation criminalizing illicit enrichment.

He described the issue as one of the major expectations expressed by Moroccans.

The minister, a member of the Authenticity and Modernity Party (PAM), said efforts to defend and advance the program had continued until the opportunity arose to translate its commitments into concrete measures.

He said the government intends to build on existing achievements, address shortcomings and respond to citizens’ expectations, with particular attention to young people, rural communities and vulnerable groups requiring greater public support.

The program, he added, is intended to combine these social priorities with the implementation of Morocco’s broader development agenda.
