Moroccan lawmakers are seeking to revive a parliamentary working group tasked with assessing the Green Morocco Plan after it ended the previous legislative term without completing its work, according to Hespress AR sources.

The initiative comes as the House of Representatives establishes its new internal structures and prepares to resume scrutiny of one of Morocco’s main agricultural development programs.

Following the election of a new speaker and the completion of the House’s internal restructuring, parliamentary majority groups are expected to request the reactivation of the thematic working group and nominate its members.

Abderrazak Ahlouch, who chaired the group during the previous legislative term, told Hespress AR that the assessment of the Green Morocco Plan, launched by former head of government Aziz Akhannouch when he was agriculture minister, remained on the parliamentary agenda.

“In theory, the issue has been raised, but we are waiting for parliamentary work to resume before bringing it up formally and allowing the working group to resume its work,” Ahlouch said.

Some former members could return, particularly those who won re-election, although the group’s composition and chairmanship could change following consultations among parliamentary groups, he added.

Ahlouch, a lawmaker from the Istiqlal Party, said the matter first needed to be discussed by the House bureau before parliamentary groups could agree on who would continue the assessment.

“The working group did important work during the previous term, making it necessary to complete its work, preserve what has already been achieved, and avoid wasting the efforts made,” he said.

Ahlouch added that Istiqlal would not object to another party taking the lead, stressing that the priority was to complete the assessment already underway.

No final decision has been made, he said, as formal consultations have yet to begin. Istiqlal intends to push for the group’s reactivation through coordination among the heads of majority parliamentary groups and the House bureau.

Assessment stalled over cost and postponed meetings

Hespress AR previously reported that the working group had failed to complete its assessment partly because it could not establish the Green Morocco Plan’s total cost. A final meeting with budget officials intended to determine the exact figure never took place.

Ahlouch said the group had planned to meet either with the minister-delegate in charge of the budget or with officials from the Agriculture Ministry, but the meeting was postponed and never rescheduled.

Other sessions were also delayed. A meeting on the red meat sector was postponed after the sector’s federation ceased operating following the arrest of its president and the suspension of its board’s activities.

A separate meeting with the Agriculture Ministry was postponed because it coincided with Eid al-Adha.

The proposed revival of the working group would allow lawmakers to resume the unfinished assessment and seek answers to outstanding questions about the program’s implementation and overall cost.
