Morocco’s rights council plans indicators to measure gaps in access to rights

Morocco’s National Human Rights Council is developing a national system of indicators to measure whether people can exercise their rights and identify inequalities between communities and regions, the council said during the U.N. Human Rights Council’s 63rd session in Geneva.

The project follows a partnership agreement signed in July 2026 with the High Commission for Planning, Morocco’s official statistics agency. It is intended to provide more precise data on vulnerability and gaps in access to rights, helping assess public policies and identify where further action is needed.

The council, known as CNDH, presented the initiative at an event examining the right to development and its connection to other human rights.

It argued that development depends on people being able to exercise their rights in practice, requiring an approach that considers legal, economic, social, cultural and environmental conditions together.

As Morocco’s national human rights institution, CNDH advises on policy, monitors rights and issues recommendations through its reports and opinions. It said these functions support both human rights commitments and the Sustainable Development Goals.

The council also urged faster adoption of the proposed international covenant on the right to development. It called for the text to explicitly recognize national human rights institutions’ role in implementing the covenant and monitoring compliance.

Such institutions should help assess whether international commitments translate into access to rights, the council said.
