The parliamentary group of Morocco’s ruling National Rally of Independents (RNI) announced Tuesday that it will not support a proposed parliamentary commission of inquiry into government subsidies granted for livestock imports and the livestock sector, citing procedural and timing constraints.

The decision was made shortly after a meeting of the governing coalition chaired by Prime Minister Aziz Akhannouch.

In a statement, the RNI group argued that the initiative faces an “objective time constraint” because only a few weeks remain before the end of the current legislative term. It said the constitutional and procedural deadlines required to establish and operate a parliamentary fact-finding committee cannot realistically be met before Parliament concludes its work.

The party maintained that, under such circumstances, the initiative no longer meets the standards of effectiveness and institutional usefulness and risks becoming a tool for political maneuvering.

The RNI also argued that, despite the public debate surrounding livestock subsidies, the issue does not fall within the category of exceptional cases traditionally addressed through parliamentary commissions of inquiry. The party said such mechanisms have historically been reserved for major national issues requiring urgent intervention.

Reaffirming its commitment to the governing coalition’s charter, the party said its support for the government program carries a responsibility to continue implementing agreed policies and preserving institutional stability.

While declining to participate in the inquiry initiative, the RNI stressed that it remains committed to exercising its constitutional oversight responsibilities through other parliamentary mechanisms.

According to political sources, discussions among coalition parliamentary groups revealed differences over the proposal. While the Constitutional Democratic and Social Group, which supports the government, joined other signatories backing the initiative, the RNI chose not to endorse the document presented to opposition parties.

Sources indicated that RNI parliamentary leader Yassine Oukacha requested additional time before taking a final position, pending discussions within the governing coalition. However, supporters of the inquiry reportedly argued that the matter should be settled quickly in Parliament to avoid further political delays.

The proposed commission seeks to investigate various forms of government support allocated to livestock imports and livestock breeding, a subject that has generated significant public and political debate in recent months.
