Morocco moves to end 12-hour shifts for private security guards

Morocco’s lower-house Social Sectors Committee unanimously approved Monday a bill bringing private security guards under ordinary working-hour rules, moving the measure closer to a final parliamentary vote.

The amendment to Article 193 of the Labour Code would end a provision that treats security work as intermittent and allows guards to work shifts of up to 12 hours while receiving pay based on normal working time.

Under Bill No. 032.26, guards employed by licensed private security companies would instead be subject to the standard hours applied to other workers, effectively reducing daily shifts to eight hours.

The bill was due to be submitted to a plenary session of the House of Representatives on Monday after previously winning unanimous committee approval in the House of Councillors.

New employment contracts would be covered from the law’s publication in the Official Gazette. Security companies would have up to 12 months to adapt contracts linked to service agreements signed before that date.

Employment Minister Younes Sekkouri has said some guards routinely work 12 hours or more and that procurement contracts do not always account for their rights or working conditions.

The ministry plans consultations with companies and unions in July to address implementation costs and revise sector specifications.
