Morocco uses UN hate-speech day it created to push AI platform accountability

Morocco returned to the UN podium on Thursday to mark an international anti-hate-speech day born from a resolution it introduced in 2021, using the platform to push governments and technology companies toward joint responsibility for online hate as artificial intelligence reshapes content moderation.

The event, held at UN headquarters in New York, was organized by Morocco’s Permanent Mission to the United Nations with the UN Office on Genocide Prevention and the Responsibility to Protect, placing Rabat again at the center of a file it has worked to own inside the multilateral system.

The International Day for Countering Hate Speech was proclaimed by the UN General Assembly after the adoption of Resolution 75/309, a Morocco-led text on promoting interreligious and intercultural dialogue and tolerance in countering hate speech. The date, June 18, also links the observance to the UN Strategy and Plan of Action on Hate Speech launched in 2019.

For Morocco, the annual commemoration is more than a ceremonial calendar item. It gives Rabat a recurring UN platform outside the Sahara file, migration and counterterrorism, allowing it to present itself as a norm-setter on coexistence, religious moderation and prevention of incitement.

Omar Hilale, Morocco’s ambassador and permanent representative to the UN, said the fifth observance showed “growing recognition that hate speech is not merely a matter of offensive speech, but is often a precursor to discrimination, exclusion, hostility and violence.”

“Throughout history, hate speech has served as a catalyst for some of humanity’s darkest chapters,” Hilale said, adding that it had fueled conflicts, justified persecution, deepened social divisions and undermined peaceful coexistence.

Hilale tied the event to Morocco’s internal diplomatic doctrine, citing King Mohammed VI’s call at the 15th Islamic Summit in May 2024 for tolerance, dialogue among religions and cultures, and respect for others.

But the speech’s most current edge was digital. Hilale said artificial intelligence and online platforms “are not neutral spaces,” warning that they can accelerate hate speech at unprecedented speed while also being used to detect it, stop its spread and promote alternative narratives rooted in coexistence.

He called for partnerships between governments, technology companies, researchers, international organizations and civil society to improve content oversight, transparency, accountability, digital literacy and independent research.

That shift reflects how the UN hate-speech agenda has moved from legal and religious incitement into platform governance. UNESCO marked the same international day with a 2026 webinar on hate speech in the digital age, focusing on AI, online platforms, information integrity, digital citizenship and the roles of regulators, educators, media actors and technology firms.

Morocco has long attached the file to frameworks bearing Moroccan city names. The Rabat Plan of Action, developed through UN human-rights consultations, remains a reference for distinguishing protected speech from incitement to discrimination, hostility or violence. The Fez Plan of Action focuses on the role of religious leaders and actors in preventing incitement that could lead to atrocity crimes.
