Morocco’s tax office now treats email inbox as a legal address

General Directorate of Taxes has begun treating taxpayers’ declared email addresses as legally binding digital tax domiciles under Morocco’s 2026 Finance Law, accelerating the country’s shift toward fully digital tax administration.

Under the new system, emails sent through the tax authority’s SIMPL platform will carry the same legal weight as registered mail, meaning response deadlines begin once the message is sent, regardless of whether the taxpayer actually opens or reads it.

The reform significantly expands electronic notification procedures beyond large companies previously subject to corporate tax or VAT obligations, extending them to nearly all taxpayers, including small businesses and independent operators.

Tax authorities said the measure is intended to speed up procedures and simplify exchanges between the administration and taxpayers, while reducing reliance on paper notifications.

The reform also removes the requirement to use certified digital communication providers, allowing taxpayers to rely on ordinary email services such as Gmail or Outlook.

But the change shifts greater responsibility onto taxpayers and companies to actively monitor declared email accounts. According to the tax administration, missed emails, inactive inboxes or poorly managed access transfers inside companies could now trigger immediate legal and financial consequences, including missed appeal deadlines or automatic validation of tax procedures.
