A Hespress AR source at Morocco’s Ministry of National Education, Preschool and Sports said the issue of which entity will fund allowances for teachers working in remote and difficult areas will be discussed in upcoming meetings with education unions.
The clarification comes amid reports in education circles suggesting the payments could be covered by the Mohammed VI Foundation for the Promotion of Social Works of Education-Training.
The ministry source told Hespress that the allowance, set at 5,000 dirhams annually, will be among the key issues to be settled during the next round of sectoral dialogue. “This is certainly one of the points that will be decided,” the source said.
Concerns have been raised by some teachers over the possibility of the allowance being financed through the foundation, noting that part of its budget comes from contributions by education staff themselves.
Meetings of the technical committee for sectoral dialogue between the ministry and the five most representative education unions have not been held for several weeks. Union sources had previously indicated that the next meeting would address the remote-area allowance, particularly the criteria used to classify eligible regions.
According to earlier reports, once a joint ministerial decree regulating the allowance is issued, payments for the 2024–2025 and 2025–2026 academic years are expected to be disbursed to eligible teachers.
A knowledgeable source said the foundation completed a study in early January, conducted with a consulting firm, to define the criteria for identifying remote areas. The ministry source confirmed that the study was necessary to establish objective standards for classifying such regions.
