Education Ministry: PISA results underscore priority of strengthening fundamental Learning skills

The results of the 2025 Programme for International Student Assessment (PISA) confirm the primordial necessity of the ongoing education reform to ensuring mastery of fundamental learning skills from primary school, Morocco’s Ministry of National Education, Preschool and Sports said.

The Ministry stressed that the 2025 results mainly reflect the knowledge and skills acquired by students under the previous education model and cannot be considered an assessment of the current model implemented under the 2022-2026 Roadmap, as the students assessed had not benefited from the “Pioneer Schools” model.

Compared with 2022, Morocco’s average score fell by 10 points in mathematics, from 365 to 355, by 18 points in reading comprehension, from 339 to 321, and by 7 points in science, from 365 to 358.

Science was Morocco’s strongest-performing area in the 2025 assessment, particularly in scientific inquiry, the assessment of scientific information and environmental sciences, while modeling and programming also recorded relatively stronger results (374 and 369 points).

The Ministry noted that Morocco’s decline broadly follows the international trend, particularly in mathematics and reading, although a significant gap remains between Moroccan students’ performance and international averages.

The results underscore the need to pursue and accelerate ongoing education reforms, notably through the expansion of the “Pioneer Schools” model, stronger remedial support, adapted curricula, specialized teacher training, modern teaching and digital resources, and improved learning environments.

The Ministry stressed that learning difficulties observed among 15-year-old Moroccans often stem from gaps that emerge during the early years of primary education and accumulate throughout their school careers.

The full impact of the “Pioneer Schools” model on Morocco’s PISA performance will only be measurable once students who have benefited from the model reach the age of participation in the assessment, it added.

The Programme for International Student Assessment, in which Morocco participated alongside a group of member and partner countries of the Organization for Economic Cooperation and Development (OECD), aims to assess the knowledge and skills of 15-year-old students in three core areas: mathematics, scientific literacy, and reading comprehension, in addition to a topic specific to this edition related to learning in the digital world.
