Germany is seeking to deepen energy cooperation with Morocco, reviving plans to import renewable electricity and green hydrogen from North Africa as Berlin works to diversify supplies following its break with Russian gas, according to a report by German Foreign Policy.

The report said German officials are supporting projects that would connect Morocco to Europe’s power grid through long undersea cables, presenting the initiative as part of Europe’s energy transition and a strategy to reduce exposure to volatile fossil fuel markets.

Earlier analysis by Stiftung Wissenschaft und Politik warned of what it described as a growing “geopolitics of electricity,” cautioning that cross-border power interconnections could create new dependencies and political risks for both exporting and importing countries.

The renewed push recalls the trajectory of the Desertec Foundation, launched in 2009 with backing from major German companies to export solar and wind power from North Africa to Europe. The initiative later stalled after corporate withdrawals and resistance from partner countries facing domestic electricity shortages and concerns over unequal benefits.

The updated strategy centers largely on green hydrogen produced in Morocco for export to Germany. Federal funding is supporting pilot projects and financing mechanisms linked to Berlin’s development policy.

Morocco aims to raise renewables to more than half of its electricity mix by 2030 and to produce up to 14 terawatt-hours of green hydrogen and derivatives, with about 10 terawatt-hours targeted for export, according to figures cited in the report.

Germany has financed Moroccan solar projects through KfW, committing roughly 830 million euros to solar thermal plants as part of broader investments nearing 2 billion euros. Berlin has also supported energy efficiency and hydrogen initiatives, including a 30 million-euro investment at a facility operated by OCP Group in Jorf Lasfar.

A separate proposal envisions transmitting about 26 terawatt-hours of renewable electricity annually from Morocco to Germany — roughly 5% of German demand. The plan calls for two undersea cables stretching a combined 4,800 kilometers along Western Europe’s coastline to northern Germany, with estimated costs between 30 billion and 40 billion euros.
