Morocco unveiled its AI Made in Morocco national artificial intelligence strategy on Monday, a roadmap the government says will drive up to $10 billion in economic growth by 2030 by scaling AI research, infrastructure and workforce training as part of its broader Digital Morocco 2030 transition.

The strategy, launched at an event in Rabat by the Ministry of Digital Transition and Administrative Reform, sets out ambitious targets to train 200,000 graduates in AI skills and create 50,000 jobs linked to AI by the end of the decade, officials said.

It also includes initiatives to build sovereign data centres and expand cloud and digital infrastructure across public administration and industry.

Morocco’s gross domestic product is about $170 billion, and the planned AI contribution would represent a roughly 6 percent boost to the national economy if achieved, according to government projections, Reuters reported.

New institutions and partnerships

A centerpiece of the launch was the formal announcement of JAZARI ROOT, a hub intended to anchor a network of Instituts Al-Jazari, national centres of excellence designed to link research, innovation, universities and private sector actors in AI development.

The event also featured the signing of strategic partnerships with international and local institutions to support implementation of the roadmap, strengthen public-private collaboration, and align national research with industrial needs.

International cooperation and regulation

Morocco signed a cooperation agreement with Mistral AI, a French leader in generative AI, to establish a research and development laboratory focused on AI tool development, prototype testing and skills exchanges.

Amal El Fallah Seghrouchni, Minister of Digital Transition, said after signing the deal that “we want to turn Morocco into a future excellence hub in AI and data science.”

The government is also preparing legislation to regulate AI technologies and ensure ethical deployment.

Strategic context

The roadmap builds on the Maroc Digital 2030 strategy, launched in 2024 to modernize public services and digital infrastructure, and on the July 2025 National AI Conference where sovereign AI and innovation were highlighted as strategic priorities.

Officials described the plan as critical to national competitiveness, technological sovereignty, and inclusion, and said it reflects a shift in policy where AI is treated as a cross-cutting economic and governance lever, not merely a technical tool.
