Ukraine’s Ministry for the Development of Communities, Territories and Infrastructure has announced plans to launch international road transport services with Morocco next year, implementing an agreement signed between the two countries in late June aimed at boosting bilateral trade and facilitating the movement of passengers and goods.
The announcement was included in a ministry report outlining achievements over the past year and priorities for the period ahead. The ministry said Kyiv has focused on stabilizing international freight transport and safeguarding access for Ukrainian carriers to foreign markets.
These efforts included extending visa-free transport agreements with the European Union, Norway and Moldova, signing an international road transport agreement with Morocco, and continuing transport liberalization with North Macedonia.
Looking ahead to next year, the ministry plans to introduce measures to ensure Ukrainian carriers comply with EU standards, implement a roadmap to maintain visa-free transport with the bloc, sign a road transport agreement with Albania, and launch a pilot project for exchanging electronic transport permits with partner countries. The start of road transport operations with Morocco is also scheduled as part of these plans.
On air transport, the ministry said maintaining airport infrastructure and air navigation systems remains a priority. It reported preserving the infrastructure of Boryspil and Lviv airports and finalizing a national civil aviation development strategy through 2030. Future plans include maintaining airport readiness and deepening European integration in aviation, with the aim of creating a common aviation area with the EU.
The ministry also highlighted initiatives to address labor shortages in transport and logistics, including training programs for women to become bus and truck drivers and retraining war veterans for logistics-related jobs. According to the ministry, rehabilitation projects and international partner support have enabled more than 300 Ukrainians to secure new jobs in the transport sector.
Deputy Minister Serhii Derkach said the ministry has focused not only on reforms but on reshaping the regulatory framework by replacing paper-based procedures with digital services and introducing transparent business requirements. He added that in 2026 the ministry plans to expand these solutions, align Ukraine’s transport system with European standards, and ensure its resilience despite wartime conditions.
Morocco and Ukraine signed the international road transport agreement on June 28 on the sidelines of the Global Transport Connectivity Forum in Istanbul. Moroccan Transport and Logistics Minister Abdessamad Kayouh said the agreement allows Ukrainian companies to transport goods to Morocco and enables Moroccan transport firms to move goods through Europe toward Ukraine.
Derkach described the agreement as strategically important for both countries, particularly for Ukraine as it seeks to strengthen its logistics sector. Opening new routes and partnerships, he said, would support economic growth by facilitating trade, exports and imports.
