Morocco’s Tourism Minister Fatima Zahra Ammour acknowledged that prices at Morocco’s domestic tourist destinations rose this summer, stressing that this is a “global trend driven by demand exceeding supply.”

Speaking at the House of Councillors on Tuesday, Ammour said the ministry is developing domestic tourism by encouraging investment in popular tourism products and creating resorts that are both appealing and affordable for Moroccan tourists.

She added that the ministry is boosting tourism appeal by highlighting historic cities, promoting cultural activities, and accelerating the implementation of Law 80.14 on tourism establishments and other forms of accommodation.

The minister highlighted that tourism revenue reached MAD 113 billion in foreign currency by the end of October, a 17% increase compared with 2024, with Morocco welcoming 18 million tourists by the end of November 2025.

She attributed the growth to the ministry’s roadmap, focusing on promotion, marketing, and air transport.

This year, she said, the ministry contracted tour operators for 2.6 million travelers and partnered with online travel agencies for around 9 million overnight stays, both increases of 16% over 2024.

Ammour added that 80 new air routes were launched in 2025, with airlines providing 12.6 million seats, an 11% increase, revealing that the ministry is targeting new markets, including the U.S., Latin America, the Middle East, and China.

Other pillars of the 2023–2026 tourism roadmap, she revealed, include boosting investment in accommodations and entertainment, as well as enhancing human capital through 26 new training programs and rolling out the competency program to certify the professional expertise of 5,000 people.

Ammour also said the ministry is updating Morocco’s tourism legal framework, working on three additional implementing decrees under Law 80.14 covering homestays, alternative lodging, and campsites, alongside existing regulations for tourism establishments.
