Health Minister Amin Tahraoui has issued a circular to regional health directors and hospital administrators urging them to end unauthorized patient transfers that risk patients’ safety and breach medical regulations.
The directive, reviewed by Hespress, notes that some hospitals have been transferring patients without prior coordination with the emergency medical assistance service (SAMU) or with the receiving facility. Tahraoui called for “immediate correction” of these practices, emphasizing that all transfers must be medically justified, documented by the referring physician, and approved by a designated hospital doctor to ensure proper oversight.
The minister also instructed nursing teams to stabilize patients and prepare equipment before any transfer, ensuring that a qualified medical staff member accompanies the patient during transport. These measures, he said, are vital for guaranteeing continuity and safety of care.
Tahraoui’s directive comes amid growing public pressure on Morocco’s health system, as youth-led protests known as “Generation Z” demonstrations demand equitable access to healthcare, education, and employment, alongside stronger governance and accountability in public services.
