Morocco’s Cabinet, chaired Thursday by Prime Minister Aziz Akhannouch, approved a series of legal and regulatory reforms aimed at strengthening urban planning rules and restructuring the health sector, the government said.
The council endorsed draft law No. 34.21 amending and supplementing law No. 25.90 on subdivisions, housing complexes and land division. The proposal, presented by Fatima-Zahra Mansouri, minister of National Territory Planning, Urban Planning, Housing and City Policy, seeks to address gaps and difficulties encountered since the law’s introduction in 1992.
In addition, the Cabinet approved decree No. 2.25.615 defining the powers and organization of the Ministry of Health and Social Protection, presented by Health Minister Amine Tahraoui. The measure replaces a 1994 decree with a new structure designed to align with the ministry’s strategic missions and adapt to current health challenges.
The council also adopted two decrees concerning medical training and compensation. Decree No. 2.25.819 revises allowances for medical, pharmacy and dentistry students during their internships, with the aim of boosting training quality and preparing more health professionals to support Morocco’s universal health coverage goals by 2030.
Another measure, decree No. 2.25.818, amends the 1968 royal decree on the status of medical interns in public hospitals. It increases stipends for medical students completing internal clinical training, part of a broader effort to improve education quality, incentivize young doctors and enhance the attractiveness of the public health sector.
The government said the reforms are part of a comprehensive plan to modernize Morocco’s health system and support its ongoing social protection agenda.
