Morocco attains best-ever innovation ranking, named global “over-performer”

Morocco has reached its best-ever ranking in the Global Innovation Index (GII) 2025, securing 57th place out of 139 economies and entering the world’s Top 60 for the first time.

The Kingdom advanced nine positions compared to 2024, continuing a steady rise from 75th in 2020. It now ranks fourth among lower middle-income countries and eighth in the North Africa and West Asia region.

According to the report, Morocco is recognized as an “innovation overperformer,” meaning its performance exceeds expectations for its level of development.

It joins a select group of emerging economies, including India, Vietnam, Brazil and Indonesia, noted for surpassing structural constraints through sustained innovation policies.

The country’s trajectory reflects an ongoing economic transformation, shifting from reliance on raw materials and low-cost production toward higher value-added and technology-intensive sectors.

Morocco ranked 77th in innovation inputs , resources and investments, but 51st in innovation outputs, indicating an effective conversion of inputs into measurable results.

The report highlights Morocco’s strong performance in high-technology manufacturing, where it holds 12th place globally, accounting for nearly half of its total industrial output.

It remains in the global Top 10 for industrial design applications relative to GDP (6th), while placing 16th in education spending, 24th in labor productivity growth, and 26th both in trademark filings and intangible asset intensity.

These indicators reflect the increasing capacity of Morocco’s private sector to generate intangible value through brand development and stronger positioning in global value chains.

Despite these gains, the GII advises Morocco to expand research and development (R&D) investment, reinforce collaboration among firms, universities and research centers, and accelerate the development of innovation infrastructure to sustain progress.

At the global level, Switzerland, Sweden, the United States, South Korea and Singapore lead the 2025 ranking, followed by the United Kingdom, Finland, the Netherlands, Denmark and China, which entered the Top 10 for the first time.

The report also cautions that a slowdown in global innovation investment clouds future prospects.

The Global Innovation Index, now in its 18th edition, tracks nearly 80 indicators ranging from R&D spending to venture capital and intellectual property filings.
