Morocco’s Higher Education Minister clarifies new Master’s program rules

Morocco’s Minister of Higher Education, Scientific Research and Innovation, Azzedine El Midaoui, has moved to clarify changes to the national pedagogical standards for master’s programs, after the July amendments sparked debate over candidate selection.

In a note sent to university presidents, El Midaoui stressed that the revised rules are meant to give academic teams greater flexibility in choosing admission methods, replacing the former system of preselection followed by a written exam.

He said the reform strengthens the role of program coordinators and their teaching teams.

“The change in access conditions aims primarily to allow master’s program teams to adopt the most suitable selection formula and integrate it into their course descriptions,” El Midaoui said.

He underlined that program outlines will still be reviewed by the National Agency for Evaluation and Quality Assurance in Higher Education and Scientific Research.

The new framework also places greater emphasis on the role of coordinators, who are tasked with ensuring coherence between the missions of university leadership, departments and academic teams.

Other changes include reducing the number of hours dedicated to core knowledge units, which the minister said will simplify program management, expand the number of master’s tracks available and boost student enrollment.

The reforms, he argued, are intended to diversify training opportunities and improve graduates’ job prospects.

El Midaoui urged universities to ensure the new measures are applied in line with principles of equality, transparency and the best interests of students, while safeguarding the quality of master’s programs.
