A new decree issued by Mohammed El Yaacoubi, Wali of the Rabat–Sale–Kenitra region, outlines plans for the expropriation of dozens of land parcels to make way for infrastructure development along the Bouregreg riverbanks.
The initiative includes the construction of an access road, a landscaped greenbelt, and a reforestation zone, designated in the area’s urban development blueprint as “4008 RP, R B, and 582-EV.”
Published in the Official Gazette, the decree is based on a recent public inquiry held between May 21 and June 24, 2025, at the municipal offices of Rabat and Sale.
Annexed documents reveal that over 40 land plots are slated for expropriation. These plots vary in legal and physical status, including vacant land, farmland, built properties, and real estate encumbered by mortgages or partial legal claims.
While most of the affected parcels are located within the Sale municipality, one is situated in Rabat.
The National Office for Electricity and Drinking Water (ONEE) is among the largest landowners affected, with eight of its plots set for expropriation under the project.
This move aligns with Law 16.04, enacted in November 2005, which mandates the Bouregreg Valley Development Agency (AAVB) to restructure the valley. The agency is tasked with securing financing for redevelopment, and promoting the area for residential, commercial, and recreational purposes.
The agency is also responsible for granting permits related to land subdivision, housing projects, and building certifications. Its role includes drafting and overseeing the execution of the valley’s urban restructuring plan, pending approval by competent authorities.
The expropriation is expected to clear the way for significant environmental and urban development along the banks of the Bouregreg River, a zone considered strategic for the urban integration of Rabat and Sale.
