Le Monde Diplomatique report alleges pro-Israel lobby shapes France’s Middle East policy

A report in “Le Monde Diplomatique” is stirring political and media debate in France over what it describes as the influence of a “pro-Israel lobby” in blocking punitive measures against the Israeli government, despite mounting violations in Gaza and the West Bank.

The investigation, authored by Serge Halimi and Pierre Rimbert, details what it says are the informal channels through which pro-Israel advocacy has shaped political, diplomatic and media positions in France, contributing to a gradual shift in the country’s official stance toward Israel.

According to the report, France, once a prominent actor in “Arab policy”, has evolved into a largely silent ally of Israel due to a mix of diplomatic considerations, domestic political dynamics and targeted media messaging.

The network described in the report extends beyond traditional Jewish institutions, encompassing a wide spectrum of figures from the center-right to the liberal left, as well as high-profile journalists and commentators who portray Israel as a frontline defender of the West against “political Islam” and extremism.

The authors contrast France’s and the European Union’s rapid imposition of sanctions on Russia after its invasion of Ukraine with what they call a “notable leniency” toward Israeli actions, even after the International Criminal Court issued an arrest warrant for Prime Minister Benjamin Netanyahu on war crimes and crimes against humanity charges.

The report alleges that an “active silence” on Israel’s conduct is reinforced by a public discourse in which expressions of solidarity with Palestinians are increasingly reframed as antisemitism or sympathy for terrorism, discouraging open criticism.

It names prominent figures, including philosopher Bernard-Henri Lévy and journalists at “Le Figaro” and “CNews”, as promoting narratives that normalize Israeli military actions in Gaza while portraying critics as extremists.

This media framing, the authors argue, distorts public debate and limits awareness of the humanitarian and human rights crisis unfolding in Palestinian territories.

The report concludes that France has shifted from warning about Israeli rights abuses to delivering broad humanitarian statements without concrete political action. It calls for a reassessment of France’s diplomatic posture to ensure that ethical principles are not sacrificed for short-term alliances or domestic political considerations.
