Morocco’s Ministry of Higher Education has issued new general decisions recognizing the equivalency of foreign degrees from five European countries, according to a statement released Thursday.

Published in Official Gazette No. 7422 dated July 17, 2025, decrees numbered 1687.25 to 1691.25 cover bachelor’s, master’s, doctoral, and engineering degrees obtained from public institutions in Spain, France, Belgium, Germany, and the UK.

To qualify, diplomas must be national-level public degrees (“diplômes étatiques”) pursued through regular study, with proof of residency in the awarding country during the study period.

Engineering degrees from these countries now equate to Morocco’s “Diplôme d’ingénieur d’État”, provided they required at least five years of study post-scientific baccalaureate.

The ministry urged applicants to verify compliance via the Official Gazette or the dedicated portal enssup.gov.ma, and confirmed ongoing efforts to expand recognition to additional countries.
