Moroccan rights groups threaten UN action over judicial reform

Moroccan anti-corruption groups have threatened to escalate opposition to proposed changes in the criminal procedure law by appealing to the UN Office on Drugs and Crime.

The dispute centers on amendments to Articles 3 and 7, which would bar civil society groups from pursuing legal action in public corruption cases unless directly harmed. Activists argue this move undermines Morocco’s obligations under the UN Convention Against Corruption.

At a press conference in Rabat, the Civil Initiative Against Amendments warned of “internationalization” if national efforts fail. A protest is planned outside Parliament on July 1. Transparency Maroc and other groups say the law weakens public oversight, risks Morocco’s international legal credibility, and may deter foreign investors.

Though the bill passed the lower house, rights groups hope the upper chamber and moderate elements within the ruling coalition will halt or amend the proposal before it becomes law.
