A senior source within Morocco’s Competition Council has confirmed that Glovo, the digital platform specializing in food delivery, is under formal investigation following preliminary findings that suggest potential violations of competition rules. The Council’s General Rapporteur has officially notified the company of its alleged infractions, and Glovo now has 60 days to submit its responses.
According to the source, the key issues identified include possible exploitation of the economic dependence of Glovo’s partner restaurants and vendors, and predatory pricing practices, with prices allegedly set artificially low in a way that harms market competition
The Council emphasized that these are preliminary findings. Upon receiving Glovo’s defense, the General Rapporteur may accept, reject, or request further clarification, depending on the strength of the evidence and the company’s justifications. No final decision will be made until all parties are heard and the investigation is fully completed.
The investigation dates back to October of last year, when inspectors from the Competition Council, accompanied by members of the National Judicial Police Brigade, carried out a surprise raid at Glovo’s offices in Casablanca.
The operation, authorized by the public prosecutor, was part of a wider inquiry triggered by a formal complaint lodged by Ora, the developer of rival food delivery app Kooul. Ora accused Glovo of enforcing restrictive and unfair contractual conditions on partner restaurants.
The Council clarified that Glovo remains presumed innocent at this stage, as the investigation is ongoing. If wrongdoing is confirmed, the Council has the authority to impose sanctions and take corrective measures to restore fair competition in the sector.
This case is part of a larger push by the Competition Council to regulate the fast-growing digital economy and address emerging concerns about platform dominance. The Council is also conducting a parallel investigation into pricing practices in cafés and restaurants, assessing the impact of global supply chain issues on local price structures.
This investigation could set a major precedent in how Morocco handles digital platform regulation. With complaints rising from smaller businesses about the market power of large tech firms, the Council’s eventual ruling may shape the future of fair competition in the rapidly evolving food delivery market.
The results are expected in the coming months, depending on how quickly Glovo and other involved parties respond and how thoroughly the evidence is assessed.
