Though presented as humanitarian, the operations are suspected of serving electoral interests, particularly given the timing during Ramadan and the large budgets involved, up to 4 million dirhams in one commune near Casablanca.

The medical campaigns focused on areas considered electoral strongholds of officials connected to the organizing NGOs.
Tensions have since emerged between majority and opposition members in local councils, with complaints filed over the misuse of social aid for voter influence.
This comes as Morocco prepares for 2026 elections, with new leadership at the Ministry’s electoral affairs department and planned electoral code reforms.
