Moroccan official highlights social protection as key to sustainable development

Khalid Safir, Director General of the Deposit and Management Fund (CDG), emphasized the critical role of social protection in fostering sustainable and equitable development during his speech at the Ninth International Parliamentary Forum on Social Justice.

The event, organized by Morocco’s House of Councillors and the Economic, Social, and Environmental Council, focused on advancing social justice policies.

Safir underscored that social protection supports initiatives aimed at improving education and healthcare, ensuring that all citizens have access to essential services.

“It is a strategic tool for building more just and sustainable societies, where solidarity and cooperation drive comprehensive human development and social stability,” he stated, adding that universal social protection is a cornerstone for achieving balanced and sustainable growth.

The Moroccan government has recognized the economic and social impact of these reforms, particularly in accelerating growth and enhancing social equity.

Safir pointed out that the expansion of social protection is a safeguard for citizens’ dignity and equal opportunities, significantly shielding them from economic and social risks.

One of Morocco’s major achievements in this area is the expansion of compulsory health insurance, now covering approximately 31 million beneficiaries, including vulnerable populations previously excluded from healthcare coverage.

Safir highlighted the integration of beneficiaries from the former “RAMED” system into the mandatory insurance framework, ensuring fair and sustainable access to healthcare.

Further reinforcing its social protection strategy, Morocco launched a direct financial aid system at the end of 2023 to improve living conditions for families with school-aged children and those in precarious situations. This initiative aims to boost purchasing power and establish a comprehensive social safety net.

Beyond expanding coverage, the Moroccan government has undertaken structural reforms to ensure the long-term sustainability of these programs.

Safir noted that mobilizing sufficient financial resources and developing innovative funding mechanisms are crucial steps in sustaining these initiatives. Enhancing tax revenues has played a key role in financing social protection measures.

Despite these achievements, challenges remain. Establishing a comprehensive, fair, and sustainable social protection system requires improving governance mechanisms, ensuring coordination among various institutions, and integrating social protection policies with broader public policies in employment, healthcare, and education.

Safir stressed the importance of developing precise indicators to assess the social and economic impact of these programs, particularly in reducing poverty, unemployment, and improving public health.

Financial sustainability and funding challenges also require attention. Expanding the contributor base, integrating the informal sector, diversifying funding sources, and optimizing administrative costs are necessary for maintaining the system’s viability.

Additionally, ensuring equitable access to social services, particularly in remote areas, and leveraging digital transformation to streamline administrative procedures and target beneficiaries more effectively are key priorities.

As Morocco continues to advance its social protection agenda, Safir affirmed that the CDG, alongside national stakeholders, is committed to supporting these efforts and ensuring their long-term success.
