Leila Benali: No more hydrogen production without competitive edge by 2030

Energy Minister Leila Benali said that Morocco will halt green hydrogen production by 2030 if it cannot offer a competitive product, citing the need for economies of scale and protection of national resources.

“We won’t keep producing just for the sake of it,” she said. “If we cannot offer what other competing countries provide, Morocco will not invest its taxpayers’ money merely to export hydrogen.”

When MPs raised concerns about water security due to the high water costs associated with hydrogen production, Benali defended the strategy by stressing Morocco’s investment in hydrogen to achieve economies of scale and protect water resources.

“The government isn’t offering opinions, but instead is planning projects that consider both the energy costs and the national economy,” she explained.

In response to questions about potential conflicts of interest in water desalination projects and allegations of repeating the Lavoca scenario by exporting national water, the minister cited studies and monitoring data by both private investors and the public sector to counter such claims.

Benali also addressed political disagreements affecting energy projects, including public lights, acknowledging that these issues stem from political and electoral disputes.

“We are aware that the projects related to public lighting and green hydrogen, along with other political and strategic choices since 2011, are framed by established guidelines,” she said, stressing that these are political decisions not up for debate.

Benali concluded by addressing concerns over infrastructure investment in energy, noting a lack of such investments in 2021 but reaffirmed that the government had corrected the issue in 2022 in coordination with partners. “Our main goal is to provide green, clean, and cost-effective energy.”
