Morocco is strengthening its position as a potential energy bridge between Europe and Africa as global energy markets shift toward diversification, resilience, and renewable infrastructure, according to Spanish media reports.

With investments in liquefied natural gas (LNG), solar infrastructure, renewable energy, hydrogen, and logistics connectivity, the kingdom is seeking to transform its strategic geography into a major driver of regional trade, investment, and long-term economic growth.

Solar and wind energy

The Noor Atlas solar complex was described as one of the world’s largest, with a capacity of 20,000 megawatts (MW) spread across 45,000 hectares, according to a report published Monday in the Spanish newspaper Vozpópuli.

The report indicates that Moroccan electricity exports to Europe have existed since 1997, with electricity transmitted north via a 1,400-kilometer high-voltage line and then through a submarine cable across the Strait of Gibraltar to Spain.

Installed wind capacity reached 2,452 MW in 2025, a 66% increase compared with 2021 levels, accounting for more than half of Morocco’s renewable energy capacity, the report said.

The new geo-economy of green molecules

The report emphasizes that Morocco recognizes solar and wind energy alone are no longer sufficient to meet European market demand, prompting a shift toward green ammonia, e-methanol, and hydrogen powered by renewable energy.

In this context, a joint declaration was signed in Rabat on April 30, 2026, between Morocco and Germany on “integrated value chains” and green hydrogen co-production. Yahya Zniber, president of the Green H₂ Cluster, said: “This transformation of energy into high-value-added products will inevitably drive our country’s industrial progress.”

Under the agreement, Germany plans to import at least 45 terawatt-hours (TWh) of green hydrogen from Morocco by 2030. The ORNX consortium (Ortus, Acciona, and Nordex) has announced a $4.5 billion investment in the Laayoune region to develop green ammonia capacity, including wind and solar energy, electrolyzers, and seawater desalination.

According to Morocco’s Ministry of Energy, Mines, and Environment and the Green Hydrogen Organization, the kingdom’s green hydrogen strategy aims to develop around 6 gigawatts (GW) of dedicated renewable capacity by 2030, supporting a domestic hydrogen market of about 4 TWh and an export market of roughly 10 TWh annually.

Local green ammonia production could also reduce OCP’s reliance on imported fossil-based ammonia, insulating the phosphate sector from gas price volatility.

The American variable

The report also highlights that restrictions on Chinese value chains, alongside growing uncertainty in the U.S. solar sector, have opened the door for Morocco to position itself as a strategic green energy partner. As Washington seeks to redirect supply chains toward more stable allies, Morocco’s strong solar potential, political stability, and proximity to European markets make it an increasingly attractive option.

However, a recent paper by the Carnegie Endowment for International Peace warns that the EU-driven green transition may prioritize European energy security over local development.

The paper argues that the real measure of success lies in whether these investments translate into affordable energy, sustainable employment opportunities, and broader social development. While this critique does not undermine Morocco’s growing strategic momentum, it highlights key challenges that must be addressed for the kingdom’s role as a green energy hub to be truly sustainable.
