Plans to introduce an exceptional permitting system for large-scale hotel and tourism projects in Tangier remain on hold, despite discussions late last year about its potential implementation.
The Regional Investment Office for the Tangier-Tetouan-Al Hoceima region confirmed the delay, citing the need to finalize executive regulations for Morocco’s new investment law. While some stakeholders view the delay as reasonable, others see it as an obstacle to revitalizing major investments in the city.
The pause has left investors frustrated, with many hoping for a new wave of activity in early 2025. Licensing challenges have stalled several projects, further complicating efforts to attract large-scale investments to the city ahead of major upcoming sporting events.
Optimism had surged in late 2024 following the appointment of Yassine Tazi as director of the Regional Investment Center for Tangier-Tetouan-Al Hoceima. Known for driving significant progress during his tenure in the Meknes-Fes region, Tazi is expected to tackle the region’s investment stagnation.
One of Tazi’s primary challenges will be fostering collaboration with the business community to generate new jobs and reduce the region’s high unemployment rate, a key goal for the Moroccan government.
The Tangier region remains one of the country’s most attractive areas for investment, but stakeholders continue to await clearer guidelines and improved processes to unlock its full potential.
