Inspection missions in the Casablanca-Settat and Marrakech-Safi regions have uncovered severe irregularities in how some local authorities manage temporary workers, according to reports from the General Inspectorate of Territorial Administration.

Key violations include the failure to register temporary employees in the Collective Retirement Allowance Scheme, unlawful contract renewals, political favoritism, and the assignment of sensitive duties to these workers.

The reports, based on inspections of dozens of local authorities, revealed that several municipalities violated ministerial circular no. 79-38, which mandates RCAR enrollment for all contractual, temporary, daily, and occasional workers. This non-compliance contravenes provisions outlined in Dahir no. 216-77-1, enacted in October 1977.

Sources told Hespress that inspectors found recurring instances of temporary workers appearing on municipal payrolls for prolonged periods—sometimes up to a year—without required breaks between contracts. This practice disregards a 2009 circular designed to prevent continuous employment relationships with temporary workers.

The reports also flagged political exploitation, alleging that some municipal councils hired relatives or acquaintances of council members without clear hiring criteria. In some cases, temporary workers were entrusted with sensitive tasks, granting them access to confidential documents and official seals, which inspectors warned could disrupt public institutions’ normal operations.

Temporary workers in Morocco are governed by the provisions of circular no. 11-68, issued in 1968, and typically receive their salaries directly from municipal financial officers.

The findings have raised concerns about governance and accountability in local administration.
