Morocco retained its 92nd position out of 142 countries in the 2024 Global Rule of Law Index, according to the report published by the World Justice Project (WJP).

The kingdom has an unchanged overall score of 0.48, with a score closer to 1 indicating better performance.

In 2022, Morocco ranked 94th globally, and in 2021, it was 90th.

It ranked 79th in 2020 and 74th in 2019. This stability over the past year has slowed the country’s successive decline in the overall ranking.

The WJP uses eight indicators to assess rule of law that include constraints on government powers, absence of corruption, government transparency, fundamental rights, order and security, law enforcement, civil justice, and criminal justice.

In the index measuring constraints on government powers—which includes the oversight of the judiciary and legislative authority—Morocco ranks 75th globally, with a score of 0.51. Regarding the absence of corruption in the judiciary and military, as well as within the executive and legislative branches, Morocco is in 95th place (0.41).

For open government, Morocco ranks 103rd (0.42). In terms of fundamental rights, the country stands at 115th (0.43), evaluated based on freedom of expression, privacy rights, right to life, personal security, workers’ rights, and access to justice.

Regarding order and security, which measures the absence of crime and civil violence, Morocco ranks 89th (0.69). In regulatory enforcement, it occupies the 78th position (0.50).

In civil justice, which assesses access to justice, fairness, and the absence of discrimination or corruption, Morocco is in 72nd place (0.52). For criminal justice, it ranks 95th (0.37), based on the effectiveness of investigations, judicial reforms, and government influence on the judicial system.

Regionally, Morocco is sixth among Arab countries, trailing the United Arab Emirates (39th), Kuwait (52nd), Jordan (61st), and Tunisia (76th), but ahead of Algeria (84th).

Globally, Denmark tops the index, followed by Norway, Finland, Sweden, and Germany. The lowest rankings are occupied by Haiti, Afghanistan, Cambodia, and Venezuela.
