Proposed budget for 2025 includes creation of nearly 29,000 jobs

The 2025 Finance Bill outlines the creation of 28,906 budgetary positions across various ministries and institutions, according to the project’s presentation note.

The distribution of these positions reveals that the Ministry of Interior will receive 7,744 positions, the Ministry of Health and Social Protection will be allocated 6,500 positions, and the National Defense Administration will have 5,792 positions.

Additionally, the Chief of Government will receive 500 budgetary positions, which he can distribute among different ministries or institutions, including 200 positions specifically reserved for individuals with disabilities.

The proposal also includes 600 budgetary positions aimed at regularizing the status of officials within the Ministry of National Education, Preschool, and Sports. These positions will be for those who hold a doctorate or an equivalent recognized degree and have successfully passed the competitive exam for access to the educational and training research faculty.

This move is in line with the agreement reached on December 26, 2023, between the government and the most representative education unions.

Simultaneously, positions held by these officials prior to their regularization will be eliminated as of the same date.

Moreover, in line with the health sector governance reform, the bill proposes to cover the salaries of personnel in decentralized services of the health ministry, who will be transferred to territorial health groups as per Law No. 08-22.

Their salaries will be included in the general budget until December 31 of the budget year during which the transfer occurs. Starting January 1 of the following budget year, these employees will be funded by the health group they have been transferred to, leading to the elimination of their corresponding budgetary positions.

The bill also encompasses the compensation of staff at the National Blood Transfusion and Hematology Center, as well as those at regional blood transfusion centers and blood banks, which will be transferred to the Moroccan Agency for Blood and its Derivatives. This will also be funded by the general budget until December 31 of the budget year during which the transfer occurs, after which the agency will take over salary responsibilities.

Furthermore, the proposal includes salary coverage for personnel from the Directorate of Medicines and Pharmacy who will be seconded to the Moroccan Agency for Medicines and Health Products as per Law No. 10-22. Their salaries will be covered by the general budget until December 31 of the budget year when the secondment occurs, after which the agency will assume financial responsibility, resulting in the elimination of their budgetary positions.

Additionally, the Finance Bill plans to create 16,000 positions for Regional Academies of Education and Training (AREF), including 14,000 positions for hiring teachers and 2,000 positions for educational and administrative support staff at schools.
