Morocco's national strategy eyes digital Inclusion across all regions

The Moroccan government has launched the “National Strategy 2030 Digital Morocco,” designed to ensure digital transformation reaches all regions, including rural and mountainous areas.

Ghita Mezzour, Minister of Digital Transition and Administration Reform, emphasized this commitment during a press conference at her ministry’s headquarters on Thursday.

The strategy seeks to position Morocco as a digital leader, stimulate economic growth, improve public services, and enhance citizens’ quality of life. Mezzour highlighted several initiatives promoting inclusion, particularly in artificial intelligence (AI) training programs accessible across the country.

A partnership with the Ministry of Higher Education has established AI training at 12 public universities, including a new AI school in Taroudant.

The “Job in Tech” program aims to train 15,000 young people nationwide, with initiatives already underway in schools in Beni Mellal and plans to expand to Nador. “We want all Moroccans to excel in digital technologies,” Mezzour stated, stressing the importance of accessibility for all citizens.

Mezzour also addressed internet access, noting the recent launch of PNHD-2, which will provide 4G connectivity to 1,800 localities across 12 regions, including remote areas. The strategy includes the establishment of digital proximity centers, or digital corners, to help citizens access e-services.

With a vision to make Morocco a regional digital hub, Mezzour highlighted the strategy’s flexibility, stating, “We haven’t set a goal to solve all digital problems by 2030.”

She noted recent improvements in public administration digitalization, citing a rise in international rankings and the popularity of services like “ma CNSS,” used by 11 million monthly, and the Unified Social Registry (RSU), which simplifies online registration.
