Audit reveals Rabat commune paid salaries to ghost employees with no duties

A recent report from the Rabat-Salé-Kénitra Regional Council of Accounts uncovered major HR problems at Rabat Municipality during Asmaa Rhlalou’s presidency, including six employees receiving salaries after retirement or death until the end of February 2023, 77 being paid without official status, and widespread absenteeism.

The report, reviewed by Hespress Ar, revealed a discrepancy between the commune’s employee list and the treasury’s records.

When comparing the commune’s list with the February 2023 payroll from Rabat’s regional treasury, it was found that 77 employees were drawing salaries despite not being listed by the commune.

The report also unveiled that under Rhlalou’s presidency, the commune couldn’t accurately track its total workforce, with a discrepancy of 216 employees.

Further analysis showcased that 48 employees were unaccounted for, with no explanation from the commune.

The same source further highlighted widespread absenteeism, with staff taking advantage of lax supervision to skip signing in. Some even rotated shifts due to overcrowded offices and a shortage of chairs.

The document revealed that the commune was negligent in disciplining employees for unexcused absences.

It uncovered that between 2018 and 2022, around 1,540 medical leave requests were submitted, yet the commune didn’t begin verifying the legitimacy of these claims until 2022.

The analysis also showcased that five department heads were using commune vehicles. While a decree allows department heads to receive a monthly allowance for using their personal cars for official duties, it was found that they were also driving commune cars, as shown in the commune’s vehicle records.

It was additionally found that many employees were moved to the HR department without clear roles.

Attendance records showed that some of these employees were often absent because they didn’t have assigned tasks or offices. Others only came in to sign attendance sheets. By February 2023, it was noted that 61 of the current employees had not been reassigned.

In addition, the report pointed out issues with “selecting and appointing candidates to management positions.”

Multiple positions were advertised in 2022, but detailed information about the qualifications required and the focus areas for the selection process was lacking.

The only exception was the General Director position, which included qualifications and responsibilities but still failed to outline the areas of the interview.

The Regional Council of Accounts reported that candidates were not required to include the administration’s approval or their direct supervisor’s evaluation of their qualifications in their applications.

This was notably different from the process for the General Director of Services position, where candidates were excluded for not providing this information.

The report also highlighted that the minutes from the committee meetings for reviewing applications and conducting interviews lacked reasons for rejecting certain candidates.

It showcased that there was no final report detailing the interview process. Consequently, some candidates who met all the legal requirements were turned away without even being called for an interview.

The same source uncovered that the diploma submitted by the chosen candidate for the General Director position did not meet the qualifications for a second-class administrator. It highlighted that “the commune appointed someone who did not fulfill the required criteria.”
