As the new academic year approaches, Moroccan universities face mounting uncertainty due to a protracted dispute involving medical and pharmaceutical students.

The conflict, which has persisted for over nine months, risks leading to a “white year” if unresolved. Recent parliamentary mediation efforts, involving both majority and opposition teams, have failed to bridge the gap between student representatives and the Ministry of Higher Education, Scientific Research, and Innovation.

According to exclusive information from Hespress, the parliamentary majority is making a last-ditch effort to resolve the issue by presenting new proposals to student parents.

These proposals, discussed with Minister of Higher Education Abdellatif Miraoui, are set to be reviewed by parents on Wednesday. However, student representatives have expressed skepticism, insisting that only the student committee, not the parents, should negotiate on their behalf.

A source from the parliamentary majority, who wished to remain anonymous, revealed that the majority has recently engaged with Merawi to discuss potential resolutions. The minister is said to have proposed new measures regarding make-up exams for the spring and fall sessions.

The source added that these proposals will be presented to student parents next week, following their recent letter expressing conditional acceptance of the government’s offer. This offer includes dropping penalties for suspended students and scheduling two exceptional exam sessions.

The source emphasized that these new proposals could be the final opportunity to save the academic year, as they include incentives to end the student boycott of exams. The majority hopes that parental influence will encourage students to accept the proposals, especially considering the financial burden of repeating the year.

The letter from some parents, which Hespress has seen, indicates their willingness to support the government’s latest offer if it includes dropping penalties and scheduling additional exam sessions. This letter claims broad support from at least 80% of parents and suggests that a majority of students would respond positively to such an agreement.

However, the letter also accuses certain student groups of monopolizing the debate and complicating efforts to reach a resolution. The Ministry of Higher Education has declined to comment on the new proposals, stating that the issue will be addressed in upcoming meetings.

A senior member of the National Committee for Medical and Pharmaceutical Students criticized the new moves, asserting that the committee was not consulted and that parents should not be involved in negotiations. This member argued that students, who have already expressed their demands clearly, should be the sole negotiators. The committee’s demands include reducing the training period to six years, exempting current students from certain reforms, canceling suspensions, and rescheduling exams.

As the academic year nears, the situation remains fluid, with student representatives and government officials still at odds over how to resolve the ongoing crisis.
