Moroccan pharmacists urge crackdown on illegal distribution of drug samples

The Confederation of Pharmacists’ Unions of Morocco has called for immediate action against the illegal distribution of free medicine samples to doctors, citing significant public health risks, particularly with psychotropic and narcotic substances.

In a letter sent to Morocco’s Minister of Health, the Confederation of Pharmacists’ Unions has raised alarms about the dangerous practice of distributing free medicine samples to doctors. The confederation warned that this practice, especially concerning psychotropic and narcotic drugs, undermines public health and violates legal standards.

The pharmacists’ letter accuses several pharmaceutical laboratories of engaging in what they describe as “chaotic trafficking” of psychotropic drug samples.

This practice is a breach of Law 04-17, which governs the drug and pharmacy code in Morocco. According to the confederation, Article 47 of this law explicitly prohibits the distribution of samples containing psychotropic substances or those regulated under narcotics legislation.

The letter emphasizes that medications with these classifications must be dispensed only through pharmacies under stringent conditions and require a valid medical prescription. Additionally, pharmacies are mandated to record all dispensed medicines in a special log, a requirement not being met in the current distribution practices.

Pharmacists also expressed concerns over the unsafe storage and transport conditions of these samples, which further jeopardize public health. They criticized Morocco’s approach compared to the stricter regulations enforced in neighboring European countries, which have more rigorous controls on drug sample distribution.

To address these issues, the confederation has called on the Ministry of Health to enforce compliance with Law 04-17. They propose implementing a six-month deadline for the distribution of drug samples following their initial marketing, arguing that such measures are crucial for safeguarding public health and ensuring the effective operation of Morocco’s health system.

The confederation’s plea underscores the need for stringent oversight and regulation to prevent misuse and ensure that pharmaceutical practices align with legal and health standards.
