The government has begun implementing its vision to “revitalize” the career of research professors in the faculties of medicine, pharmacy and dentistry, approving a decree amending and supplementing Decree 2.98.548 on their statutes.
The new decree aims to incentivize research professors in medicine, pharmacy and dentistry faculties to “actively engage in the tasks entrusted to them, related to teaching, framing students in hospital centers and providing therapeutic services.”
Among the novelties of the decree is opening up the program to international Moroccans by introducing the possibility of employing them as “professors of higher education.”
According to the decree, a new system for accessing the framework of “professor of higher education” or “research professor” was created, based on registration on the national list eligible to pass the recruitment competition.
The introductory note to the decree prepared by the Ministry of Higher Education, Scientific Research and Innovation, noted that the government decided to increase the amount of compensation for tasks and supervision granted to research professors in the faculties of medicine, pharmacy and dentistry.
It also decided to grant task compensation to professors who are heads of hospital departments and heads of poles or centers in military hospital institutions, and to grant research professors in medicine, pharmacy and dentistry who were hired before January 1, 2023, a 9-year seniority period that counts for promotion in rank and has no effect.
The value of the monthly compensation for tasks that the government decided to grant to professors heading hospital departments is MAD 1,300, while the heads of poles or centers in military hospitals will benefit from a monthly compensation of MAD 2,000.
With regard to promotion, the decree stipulates that promotion from one grade to the next, within the same framework, is done by selection within 40 percent of candidates who are registered in the annual promotion table and have at least two years of seniority in grade 3 of their original grade, while research professors who have not been promoted after being registered for the third time in the annual promotion table are promoted directly in grade by selection.
